Who knows, but it's nice and firm, and has lots of different surfaces to chew on. The weird shape is easy for little fingers to grab onto. It's dishwasher safe and super easy to clean. Good material for a teether, great colors. Baby does like to chew on it and gets some relief, especially if put in the freezer for a bit before use. I think it may be even better if the mane of the horse was more textured, to better massage babies gums
